Flood Insurance Cost Calculator (NFIP)
Estimate a yearly NFIP flood insurance bill. The federal pieces (zone pricing, the reserve assessment, the policy fee and the HFIAA surcharge) are the same in every state; what differs is the typical premium, so choose your state to fill in the median of its recent policies, then set your zone, coverage and deductible.

How this calculator works
The estimate starts from a typical premium: the median of a state's 1,000 most recent NFIP policies effective from January 2025 (FEMA OpenFEMA policy records), or a quote you enter. It scales that premium by your building and contents coverage against the $250,000 / $100,000 Regular Program limits, multiplies it by a zone factor measured on a 5,000-policy national sample (0.84 for X/B/C, 1.14 for A zones, 1.27 for V zones) and lowers it for a higher deductible; the coverage and deductible steps are this site's approximations, not NFIP rate tables. The 18% Reserve Fund Assessment (42 U.S.C. 4017A), the $47 Federal Policy Fee and the HFIAA surcharge are then added, the four parts FEMA counts in a policy's total cost. Under Risk Rating 2.0 a real premium also depends on the building's elevation, distance to water and replacement cost, so treat the result as a planning figure and get a quote.

NFIP flood insurance by state
Each row runs the estimator on the state's median premium with $250,000 building and $100,000 contents coverage, a $1,250 deductible and a primary residence, in a moderate/low-risk zone (X, B, C) and in a Special Flood Hazard Area (A zones). Totals include the 18% reserve assessment, the $47 policy fee and the $25 surcharge.

Median premium: the 1,000 most recent NFIP policies per state with an effective date on or after January 1, 2025, from OpenFEMA FimaNfipPolicies (read 2026-07-31, checked 2026-08-25). A state median mixes every zone and coverage level its policies carry, so a state with many coastal or high-coverage policies shows a higher figure. Coverage limits: 44 CFR 61.6. Reserve Fund Assessment: NFIP Flood Insurance Manual, 18% of the discounted premium. Look up your zone on the FEMA Flood Map Service Center.
Frequently Asked Questions
How much does flood insurance cost?
The median premium of recent NFIP policies runs from $260 a year in Alaska to $1,286 in West Virginia; 24 states are above the roughly $894 seen across the samples. With full Regular Program coverage, a $1,250 deductible and a primary residence in a low-risk zone, a median of $894 becomes about $905 a year once the reserve assessment, policy fee and surcharge are added.
Does homeowners insurance cover flood damage?
No. Standard homeowners (HO-3) and renters (HO-4) policies exclude flood in every state. Flood cover is a separate policy from the NFIP or a private flood insurer, and an NFIP policy normally takes effect 30 days after purchase.
Why does a second home cost more to insure against flood?
The HFIAA surcharge is $250 a year on a building that is not your primary residence, against $25 on a primary residence. In the low-risk example above that moves the yearly total from $905 to $1,130.
