Methodology

How we collected and ranked the data

States are ranked by cost of living index (ascending), which closely correlates with health insurance premiums. Lower-cost states generally have lower premiums, though regulatory policies and insurer competition also affect pricing. ACA subsidies are income-based and apply equally across states. Data from HealthCare.gov, KFF, and Census Bureau.

Frequently Asked Questions

Which state has the cheapest health insurance?

States with low cost of living and competitive insurance markets tend to have the lowest premiums. States like Mississippi, Arkansas, and Oklahoma have some of the lowest baseline premiums, though subsidies can make insurance affordable in any state for qualifying incomes.

How do ACA subsidies work?

ACA premium tax credits depend on household income as a share of the federal poverty guideline. For 2026 coverage, households from 100% to 400% of the guideline can qualify (for one person $15,650 to $62,600, the 2025 guideline HealthCare.gov uses for 2026 savings); above 400% there is no credit. The credit holds what you pay for the benchmark silver plan to a share of income that rises from 2.10% below 133% of the guideline to 9.96% from 300% to 400% (IRS Rev. Proc. 2025-25). These are federal rules.
